While Attorney General Jones and Virginia Democrats may pursue additional legal actions, including appealing to the U.S. Supreme Court, for now our expectation is that the current congressional map will remain in place for the midterms. While undoubtedly a setback, from our perspective, it doesn’t fundamentally change our ability to flip the House in November.
However, it does shift our tactical focus in Virginia, and it means we’ll need to double down on the highly competitive races already in play—and fight even harder to win them.

Now, under the current map, we will continue investing heavily in two races that were on our original target list, that would have become less competitive if the new Virginia map went into effect:
• Virginia’s 2nd Congressional District—a true toss-up seat currently held by Republican Representative Jen Kiggans that Democrats need to flip.
• Virginia’s 7th Congressional District—a lean Democratic seat held by Representative Eugene Vindman that we need to hold.

While the court’s decision isn’t what we wanted to see, the organizing and voter contact work that was done around the referendum was not wasted—far from it. In fact, it created important infrastructure and momentum heading into November. And we can build directly on the organizing, volunteer recruitment, and voter engagement work already underway to channel frustration with this decision into electoral victories this fall. Over 3.1 million Virginians made their voices heard through the referendum process, and many are likely to be angered by the courts and Republicans overriding the will of voters simply on procedural grounds. That frustration could become a real motivating force at the ballot box.
