Support legislation to limit hospital mergers (HB 1881, SB 5704)

Official Daily Action for Tuesday, December 30th, 2025

Hospital consolidations are interfering with the ability of Washingtonians to access the full range of healthcare that they need. Washington is among the states with the highest proportion of hospital beds that are in hospitals that follow the Ethical and Religious Directives for Catholic Healthcare Services. Hence these hospitals do not provide services such as birth control, abortion, gender affirming care, or death with dignity.

Due to hospital mergers, there are many areas of Washington state where all hospitals limit the care listed above. In 2025, HB 1881 and SB 5704 sought to limit hospital consolidation in order to prevent the aggravation of this problem. Unfortunately, both bills died in committee.

ACTION:
1. Determine your legislators. The names listed will link to phone/email addresses.
2. Ask your legislators to resubmit and support legislation to limit hospital mergers so that all areas of healthcare are available in all parts of Washington state.

Washington is among the states with the highest proportion of hospital beds that are in hospitals that follow the Ethical and Religious Directives for Catholic Healthcare Services. Hence these hospitals do not provide services such as birth control, abortion, gender affirming care, or death with dignity. Due to hospital mergers, there are many areas of Washington state where all hospitals limit the care listed above. [SB 5704 / HB 1881] was legislation introduced in 2025 to limit these mergers.


Last year, [SB 5704 / HB 1881] did not make it out of committee. As your constituent I ask that you resubmit or create similar legislation in 2026, sponsor and support such bills if submitted by a colleague, and make sure they get through this time around. The Washington legislature determined that these areas of care need to be protected, please make access to them practical in all parts of Washington. Thank you.
